Home / Locations / Pennsylvania

Philly lots and Pittsburgh freeze sit in the same Pennsylvania package.

I-95 retail in the east does not empty on a weekday. Western yards take freeze-thaw and salt. Harrisburg and the Lehigh Valley still have to be named.

Why this market

Two metros, one freeze-thaw, PennDOT-adjacent language.

Pennsylvania is not one metro with a flyover middle. Philadelphia and the I-95 / I-76 ring are a night-work and density market: retail, hospital, and campus lots stay live, and mill happens after close. Pittsburgh and the west take steeper freeze-thaw, hills, and salt that opens joints on anything thin. Harrisburg, the Lehigh Valley, Erie, and Scranton/Wilkes-Barre sit between those stories with distribution yards and municipal lots that still see a real winter. PennDOT-adjacent packages arrive with specs and addenda—leave them in. What fails here is a Philly number copied onto a Pittsburgh grade, a PennDOT-adjacent yard priced like a shopping-center lift, and a statewide book that forgot Allentown or Erie. Name the metro, the salt, and whether the lot stays open. We do not invent a Center City or Strip District office.

Headquarters is Charlotte. We do not invent a Philadelphia, King of Prussia, or Pittsburgh storefront. You award NEXTPAVE as prime. In-market crews execute under that contract—commercial and public only. Eastern night lots and western freeze-thaw sites can share one book when the metro and the PennDOT language stay with the site. No driveway list. Name Philly night or Pittsburgh freeze on each site.

What fails here

Climate and traffic the spec has to name.

A statewide mix note is how a Pennsylvania lot fails in year two. These are the failures the Charlotte desk prices when they are in the package.

A Philly night number copied onto a Pittsburgh grade

Western freeze-thaw and slope drainage are not an eastern retail template. Tag the metro. A blended section fails the colder, steeper site.

PennDOT-adjacent yard priced as a strip-center lift

Yard traffic and spec language are not optional. If the package is adjacent to a PennDOT site, keep the spec in the bid. A retail mix will not hold the turns.

Lehigh Valley or Erie left for a later round

Distribution lots in Allentown and lake-effect sites in Erie belong in the first book if they are yours. Dropping them creates a second award argument.

Where the lots sit

Philadelphia night. Pittsburgh freeze. The middle named.

Philadelphia, I-95, and the eastern ring

Philadelphia and the I-95 / I-76 ring: retail, hospital, and campus lots that stay live. Night mill and tight staging are the usual ask. We bid commercial pavement, not a driveway in the same neighborhood. Attach every eastern site with its window so it is not copied onto a Pittsburgh grade. If tenants stay open, the number has to show night work. Salt still opens joints; mill depth belongs in the first send.

Pittsburgh, Harrisburg, Lehigh Valley, Erie

Pittsburgh freeze-thaw and hills, Harrisburg capital-region lots, Lehigh Valley distribution, and Erie lake-effect. PennDOT-adjacent language stays with the site. Drainage on a slope is not a footnote. Attach every western and central location. Charlotte desk, one contract, no invented Pittsburgh counter. A Philly retail mix on a graded western yard is a spring failure, not a savings. Salt and freeze-thaw open joints on anything thin; mill depth belongs in the first send, not a change order after striping.

What to send

A complete Pennsylvania package.

Pennsylvania bids need a metro tag and the PennDOT language left in the package.

  • Philadelphia night mill on a live retail or campus lot
  • Pittsburgh freeze-thaw overlay on a graded site
  • PennDOT-adjacent yard mill with the spec attached
  • Lehigh Valley distribution lot reconstruction
  • Harrisburg or Erie multi-site add-on in the same book

Scope

Commercial services we bid in Pennsylvania

Night mill in the east and freeze-ready overlay in the west are the Pennsylvania scopes that get mixed. PennDOT-adjacent yards are a third—keep the spec with the site.

FAQ

Pennsylvania two-metro book, Charlotte desk.

Do you have an office in Philadelphia?
No. Headquarters is Charlotte. Pennsylvania work is bid from that desk and delivered in-market under one contract. We do not invent a Center City or King of Prussia storefront.
Do Philly and Pittsburgh get the same overlay spec?
Not automatically. Freeze-thaw, salt, and grade change the section. Tag each site so the number matches the winter and the slope.
Can eastern and western lots be one contract?
Yes. Attach every site—Philly, Pittsburgh, Harrisburg, Lehigh, Erie if they are yours. Incomplete lists slow the bid.
Do you pave residential driveways in Pennsylvania?
No. Commercial and public only: metro retail and campuses, distribution yards, municipal lots, and PennDOT-adjacent sites.
